Mr. Webley is the founder, majority stockholder and CEO of Advanced Systems Technology, Incorporated (AST). Incorporated in 1984, AST, a defense contractor, provides systems and software engineering services for US Army C4I systems, combat effectiveness models, simulations, and training devices and simulators. AST also develops computer-based and web-based training products.
Prior to founding AST, Mr. Webley was vice president of the Automated Systems Division for the Meltron Corporation, Kissimmee, Florida from 1983 to 1984. His division developed computer-driven battlefield automated system training products for the US Army.
Mr. Webley held several key positions in TELOS Federal Systems from 1977 to 1983. His last two years with TELOS was as the Business Development Manager responsible for marketing major Life Cycle Software Engineering Center contracting efforts. Prior to becoming the Business Development Manager, he served in management positions as the Section Manager for the Publications Group, Plans Group, and Training Development Group, as well as organizing and directing recruiting efforts to meet contractual requirements.
Mr. Webley served in the U.S. Army from 1954 to 1977. He received a direct commission as a Field Artillery Officer while serving as a Forward Observer in the 25th Infantry Division in Vietnam. His other assignments included a Field Artillery Battery Commander, Chief of Training and Testing of Field Artillery trainees at Fort Sill, Oklahoma, Nuclear and Chemical Target Analyst for the US Army VII Corps in Europe, and Chemical and Nuclear Analyst Course Instructor at Fort Sill, Oklahoma.
